The Town Run Watershed Group (TRWG) facilitated the award of a grant from
the Chesapeake Bay Trust (CBT) to the Shepherdstown Community Club (SCC) for
development of an environmental master plan for the SCC’s Morgan Grove Park. The
proposed concept environmental plan would be focused on efforts to protect Town Run
in its passage through the park, including one of its principal source springs located
withing the park. The $20,000 grant was awarded under the CBT’s green infrastructure
program for Track 1 concept plan development. After award of the grant, TRWG and
SCC conducted a competitive procurement for a consultant to develop the concept plan,
and SCC entered into a contract with Ghosh Engineers.
Representatives from Ghosh visited the park and met with representatives of the
Club and TRWG in December and started on development of the plan. The draft plan
was presented at a public meeting held on February 24. Since that time Ghosh has
been developing revised drafts of the plan pursuant to comments received at the
meeting, and additional comments made by the Club. It is anticipated that the final
concept plan will be completed by the end of April.
TRWG also submitted a second grant request to CBT for Track 2 design phase
work for green infrastructure projects identified in the concept plan. It is anticipated that
we will hear from the CBT on status of a Track 2 award by the end of May. If
successful, it is anticipated that the Track 2 design effort will be followed by an
application for a Track 3 construction support grant from CBT.
